Loan declined but suddenly I owe them cash

In 2012 I made a loan application online with loan locatorsa. Their rules r u need to give them money before they can proceed with the loan. So they took about 300 in my acc. Nd when I called them after they said they can't help me that I don't qualify to get a loan. So I left it like that nw after 2yrs they say I owe them money on which I never got bt managed to take my money in my account nd I never got it back. I feel cheated as they are now threaning me that they will take to legal. For a loan that I never got
