Laminating service policy

We visited the store at 15h17 and were told that they cannot laminate as their machine gets switched off at 14h00 and to get it done after that will cost R8 extra and you wait 30minutes for it to warm up.

Is this standard Postnet policy or just the store because I find it to be poor service delivery.
