Just a follow up.

G C replied to me with 'The client came to us for a quotation and we picked up the steering rack is leaking and noisy, thats why we quoted on a reconditioned unit'.

Since we've had a good talk, I am going to accept their explanation and compliment them on being approachable. We probably just had a little lack of communication originally.
