Making me pay insane amount to get my car back

I sent in my car for them to give me a quote on changing a head gasket. When I spoke to the guy he said he would have to take it a part to see what the damage would be (not mentioning any cost) so I said to him, not a problem but quote me before you do anything.

It took them a week (with me calling everyday to follow up, as each day they promised me a quote that day but still not getting anything). After this week they send a quote of R12 000, which was just ridiculous, so i asked them not to go ahead with the quote (on Monday) and to let me know when I may come and collect it. They said sure no problem (still not mentioning anything about cost).

Then all of a sudden when I call on Tuesday to see how far they are, they say to me no I have to pay R2000 VAT. I said to them that no one had mentioned to me that I would have to pay them for 'CHECKING' my car to see what is wrong. - This cost wasn't even in the R12 000 quote they gave me.

I am not going to pay this ridiculous amount of which I wasn't even notified of until I said i wanted to come and collect my car. I have tired calling one of the directors of which he hasn't got back to me. This is also just pathetic service.
