Volkswagen sells new car with defective paintwork

I purchased a new VW 21st century beetle top of the range with almost every extra available for R 350, 000. I paid cash and took delivery of the car. Took possession on the 3rd October. had to fly to jhb for two weeks from the 7th. I noticed on my return that the paint on the fender was peeling off. I showed this to the dealer principal and the sales manager that confirmed that the clear coat was peeling. I am now told that I must have the car repaired at a vw approved panel beater. I took the car to a panel beater for an assessment and was told that this in his opinion is a batched repair job. This is my question. How can vw sell me a new car and expect me to drive it from a showroom to a panel beater. How is this a new car. I tried reporting this in writing to vw south Africa and to date have only received a confirmation receipt of my complaint and nothing else. So is this the buying experience awaiting the client on the purchase of a new car from vw.???
