Funds still not released

I made a cancellation on the 02July, then rebooked for the 05th. Vehicle was taken back to Avis on the 7th. Uptil now none of my funds have been released. Cancellation is R351.82 and other booking R1520.47. I have called numerous times and get told that the money is in, and FNB is not releasing. Avis only sent release letter to Merchant bank on the 22nd July, 2 WEEKS later. I have been asked for authorisation codes etc, yet still nothing. When you call the call centre it is as if you complaining for money that does not belong to you. I was happy with my rental, but am disappointed at the service there after, especially because I now have to run after funds that should have been released back into my account ages ago, without me having to follow up daily. Now, I am told to call FNB and get them to call Avis for the release letter. I have had it with calling Avis over and over for a query that is not being dealt with accordingly. Avis held the money, therefore Avis should ensure it is released accordingly and in a timeously fashion. Ref 3924-7663-ZA-0. And after my calls today, Im sure by next Friday I will still be fighting the same battle.
