Licence and registration not done

Good Day
I purchased a 2008Toyota Fortune via McCarthy Toyota Lynwood on the 01/03/2013.
Since then, my vehicle has not been licenced and registered on my name.
Because the vehicle could not be put through roadworthy test on the date of collection, i agreed with the salesmen that i would have it done the following week and McCarthy Toyota would refund me for the costs.
I have contacted the sales person on numerous occasions, via telephone and email.
He asked me to send the proof of payment for the COR and proof of residence, which i have done twice already.
In my contract, I have been billed for delivery, licence and registration to the amount of R4377.72.
It is almost 5 months and this has not been done.
Please can this problem be rectified as i am not satisfied with this service.
