Vehicle not registered or Licenced

I purchased a Huyndai Tucson from Signature Motors.
I was asked to pay for Licencing and Registration which I did.
Vehicle was delivered without being registered or Licenced.
I attempted to obtain licence as current licence is expired only
to discover that vehicle is on the dealers stock.
I contacted the Salesman via several emails to assist
without success.
Cant use this vehicle as licence is expired.
