Petrol attendant is selling cigarette

I went to pour petrol at around 7 pm, I waited up to 3 minutes unattended by employees at the station, one of them was selling cigarette to people on the street. I eventually hooted my car and one attendant came to me. I asked him why does it take too long to get serviced, he said they are understaffed at night. The guy who was selling cigarette came back to attend other car which was at the station.
