Budget takes your money and NO PAYBACK!

We rented a vehicle from Budget during our recent business trip in Namibia. We rented for 2 (two) days and took the 200 km per day option. We only drove approx 150 km the whole weekend. They indicated that they will deduct R 5000.00 from our account and the residue will be paid back within 48 hours. On the 9th of July we noticed a deduction of R 11 000.00!!! We phoned and phoned and no help. On the 12th the Namibian office informed us that there branch manager will phone us asap as the ammount was deducted in error. On Monday the 15th of July we recieved no phone call and again phoned the head office. Here we were told the amount taken without our consent will be paid back within 48 hours. It came and went, NO REFUND. I phoned again and the lady advised me to wait as she can do nothing about it. I explained that we paid bankfees, we paid transaction costs and our account rating is being effected due to their incompetance. It is now Thursday and still NO REFUND. Budgets blatant incompetance and the attitude that they can deduct and not refund is infurating!!! I WILL NEVER USE THIS COMPANY AGAIN! OTHERS BE WARNED!
