Response with regards to an accident claim

It was around 12:07pm Friday afternoon the 7th of June 2013 I was on my way to work in Westcliff. I came to the intersection of Hillcrest and Westcliff Drive... It is a four way stop. I stopped and looked the road was clear for me to cross over and so I pulled away from the stop street @ Hillcrest driving over Westcliff drive as I was about half way through I realized there was a car coming @ an extreme fast speed and was not going to stop @ the stop street, so I put my foot flat on the petrol hoping to cross over the intersection fast enough but the car came so fast that he still hit into me on the right hand side of the car, (right back door, the tyre and rim and the bumper).. And there after the car went spinning and I landed up in the opposite direction that I was actually going... when the car stopped spinning around! The guy that bumped into me started shouting @ me asking why didn't I stop he had right of way and then i said said to him no he didn't I did then only did he realize that he had skipped the stop street because he didn't no it was a stop for him... So he admitted that it was his fault and said he didn't see the stop sign. AVIS SAYS BY LAW I AM HALF RESPONSIBLE.
