Paid for a service I did not receive

I had a package sent to me yesterday from STRUBENSVALLEI, it was mailed at 13:45 which is over an hour before the cut off time to have it in Durban the next day. Tracking number is (TC186424727ZA)
Needless to say package never left the post office and was only accepted by the branch at 15:51.
This is unacceptable as I paid a premium to have it here the next day and now its not here.
I expect either my package here today or half my money back as I am not happy to pay this premium for a slow service.
