Broken goods, No refund and Bad attitude!!!

I purchased tyres from Jaco at Cape Offroad Centre for R1600.During fittment the tyre installer pointed out a cut on the side wall of one of the tyres. He then suggested that he fit a tube in that tyre. I took his advice and a tube was fitted. That visit to the fittment centre cost me R925. 3 days later the tyre burst while driving and luckily I did not cause an accident. I then refitted the original tyres. I have been trying to e mail, sms and call Jaco ever since. He answered one time and agreed to meet me at a fittment centre on Voortrekker road. He never showed up. He is ignoring all my attempts at contact.
So far, I have waisted R1600 (tyres) R925 (fittment) and many hours of my time, aswell as the inconvenience of fitting and refitting tyres to my car.
It is his own business and therefor should not be treating customers in this manner, nevermind selling broken parts.!!
I do not know what the next step should be, But I know I cannot waist over R2500 like this.
