Selling second hand road bike tyres

A few weeks ago, I was on my way to my first Argus. We noted that my front tyre had a bubble, and needed to be replaced. We went to Cycle Lab in Fourways, and purchased exactly the same brand tyre for R300. On the tag was description TT, which didn't mean anything to us. We immediately fitted the new tyre on my bike. When we inflated it, the "new" tyre ripped open on the side, the tube protruding a bubble. I was horrified and immediately took the tyre back. The guy who helped me explained that the TT stands for training tyres, and these tyres have been on other bikes, and could due to being old, not be in a good condition. My question is, 1) how can you sell second hand tyres that is in such a bad condition, 2) for R300??? and 3) not explain to the customer what does TT mean (in my mind it means Tsecondhand Trash). Although I was refunded, I totally lost confidence in the shop's credibility. The sad part? I bought the exact same tyre, brand new, at the Argus expo for R150...
