Inexcusably poor service received Saigon Rivonia

Had a family dinner at Saigon on Saturday night - 6ppl - not a huge table;
Starters were served at different times with no explination;
Empty bottles of wine were not replenished neither were fresh beers offered or brought once finished;
Water asked for several times was not brought.
No toilet paper in the ladies toilet.
Kahlua coffee served black with no cream on it as is the proper standard. Was sent back, no apology just a sneer and a smirk from staff.
I spoke to the manager during the course of the evening, he had a chance to change things and nothing was done.
Lovely food but such inattentive service I will not go back and I hope others wanting a lovely meal out spend their hard-earned money elsewhere.
I do not need to feel like staff doing us a favour by serving us and also management seemed not to care about this.
