Bad hygiene, Bad facilities, Cancelled my booking

We arrived at the restaurant at approximately 12:20pm on 25/12/13;
The restaurant was not up to standard and the facilities were not satisfactory.
We were seated at our reserved table that was too small to accommodate 9 people; and we were placed behind an open door inside of the building which was uncomfortable.
The table cloths and chair covers were not clean;
There was no air cooling and the restaurant was not ventilated and felt stuffy!
We weren't happy to eat at the restaurant as we didn't feel that it was hygienic.

I explained to the receptionist and she gave me Klive's number to contact him.

I spoke to Klive and told him that we are not willing to eat there and he agreed that we can cancel the reservation with full refund of R1540.
He agreed to do the refund that same day and that was the answer I got every other day that I phoned him.
I sent him my banking details again but after following up on different days between 27/12/2013 and 02/01/2014 with numerous phone calls and texts with no luck - I sent him a final email on 03/01/2014 with a detailed report of all communication between us.

He has not responded to my email nor tried to contact me to make payment arrangement.
