Mcdonalds no measures against to tackle

I and my brother went to place an order at the tills and left the kids with the laptop. On our return which was 5 min after the laptop was no where to be seen. We alerted the manager in order to assist with footage but was not helped as he claimed to have no power or rights to view footage. I was advised it depends on the people in charge of cctv, meaning it can take days before i might be able to view the footage which will not be helpful by that time how sure that I will ever be able to catch the if time is given for he/she to get away with good than to identify he/she now. It is totally unacceptable that such a big restaurant can't be secured. The things that annoys me the most is that while I was placing the order the cashier asked for the kids to come and without any suspicion the kids came to the tills which make me to think that she might have known anything on the that was going on the other side.
