Smoking in non-smoking area

The customer gets up and stands outside in the non-smoking area puffing away on his cigarette. I have complained about this many a time and the owner and his staff keeps on being ignorant about it. In fact, in the past i was told that if i do not like it, i should go elsewhere.
I then ask the waitress to address the customer or at least tell tehe manager to do so - nothing but ignorance and attitude.
