Company does not respond to complaints

I lodged a complaint with the Paarl franchise (telephonically) after the portion that they served was a half portion and not a full portion. I was told the owner would call me back. Having not received a call from the Franchise store, I lodged a complaint with their head office, but they to have no responded.
