Charging R10 more for delivery

I live 9 km from the closest Scooters Pizza branch. On their terms & Condition is the following. "R10 delivery fee will be charged to deliveries outside of the stores' demarcated delivery area"
I've been charged R20 and spoke to the store manager he didn't have any comments about it.
