No Delivery of missing food/reimbursement

A few months ago I placed an order which included a sweet and sour chicken, except when it arrived there was no sweet and sour. I called back to inform the operator and requested that they go back and get it, to which they replied that it was too late for the driver, and they would put a note on the system to add it to my next order. At first I insisted due to the fact that the branch and the restaurant were still open and my dinner was now ruined (how do you enjoy sweet and sour chicken without the "sweet and sour"?). Eventually I was told that they'd see if they can get the driver out again and call me back. I got no call back. After much frustration and giving my plain, dry chicken and rice to the dogs, I resigned myself to the fact that I would have to wait till the next time I ordered... which was tonight. The problem is that there was no note on the system, so they can't help me. When I asked if they could at least check and follow up with the operator who placed my order, I was simply told that they can't see who it is on my profile. I asked how that's possible, and the response I got was that sometimes the drivers take the orders. And that was the end of that!
