How can you be out of stock with a promotional ite

Debonairs have been giving me raw beg for mores, raw pizzas, overcharged me because the cashier wasn't properly trained to use a speedpoint and cold pizzas which I've overlooked. But this is just where I draw the line!!! How can you advertise something and be out of stock for so long? Why are you still advertising then? And have nothing else to compensate for the inconvenience? And the manager isn't really a manager because he told me that he doesn't have any managerial decisions in the store. That he is not allowed to make major decisions! Is allowing a compensation for inconveniencing a customer not a managers duty? Or is it too higher grade for this manager? In which case he shouldn't have been given a promotion!!!
