Drivers refusing to deliver the promotion

During the promotion today. Many orders were made at our office each coming to below the R100 limit but the drivers refused to deliver as they said they would not be getting paid. I was only told this 2 and a half hours after my order never arrived and I had to call. Why is there an option to deliver in the checkout?
