Debiting my account on a date not agreed upon

When I took out cover with First for Women Insurance, we had agreed that they will debit my account on the 25th of each month. This morning I received a letter that says they debited my account on the 19th and did not receive any funds, therefore they are going to charge me a resubmission fee. When I called to inquire, the agent tells me that it is their policy and unfortunately they can't do anything about it. I have been happy with First for Women Insurance but I'm hugely disappointed with what has happened. It is not my fault that they debited my account on the day we did not agree on and I don't see why I have to pay the resubmission fee.
