20 days to close a account

I went to Constantia Kloof Branch to close my fathers account and open a Late Estate account. Took me 3 hours to get it done on the 28th March. I was told that the account will be closed in 7 days due to the holidays. It is 20 days today, now I have to pay 2 montly fees. What on earth could be causing the delay.
