Courier Company does not follow FNB Procedures

We currently in the process of opening up a business account, the cards are being delivered to each director, however i have implemented the opening of the bank account. I was asked to hand the courier company everyones certified ID's and proof of addresses, why is it that the courier company still asks for proof of address and certified ID's when delivering the cards to the other directors if i already handed it all to them... and now they will not give them the cards... highly frustrating.
