Still no refund for me

I joined ABSA rewards an extension of an Absa account on 23 January 2013. On 04 February a service fee was debited from my account (an annual service fee) surprisingly. Then i realised that the fees was going to be much more than what i was going to get back. I decided to cancel the service but surprisingly i could not do that online. So i had to phone a call center to cancel.
On 21 February i called in to cancel and they said they had closed it and i must receive my refund within 5 working days. On the 4th of march i phoned in again because i had not received the refund but the agent told me it was not cancelled at all so she cancelled the account and promised to refund within two weeks. 25 March still no refund, so i called in and the account was closed but still no refund but the agent promised to escalate the issue and call back.

Today the 10th of April i have not received my refund i do not want to call again all the refund will be exhausted in following the issue up.

Don't even small issues for Absa', clients need to be resolved. Don't i deserve my refund timeously without having to sweat for it. besides its such a small amount the bank should just honour it and quickly.
