Incomplete job done in my car and it is released

Budget referred me to Auto Magic Selby to repair my car, they promised that the estimated completion time will be on 2 April 2013, I did not get an update as promised until i phoned the repair centre to ask for update. i was informed that there are delays as the spray painter is coming from Lesotho for Easter holidays and stark somewhere. I can only collect my car on Friday the 5th. I called again on the 5th in the morning to confirm if its ready. They came with a new story that there are certain parts that are still outstanding. I insisted that i need my car as the rental is expensive.
At around 13;36 i received the sms from the repair centre confirming that it is ready for collection. However when i arrived, my car was not complete as i noticed the paint was not polished properly with bubbles, and scratches. I also noticed that the back number plate globe was also not replaced. informed my consultants at budget who pretended that they are listen, i will call each time i experience a problems with no one willing to help at budget. I have spent a lot of money on calls to date. I also want to jump ship, it is not the first time i experience this with budget. They do not care.
