Motor vechile documentation

My motor vechile has peen paid off in 2011. on numerous occasions, that I went to the branch, requesting for the documentation to be send. Nothing happens. On the first occasion it were said that they will send, when returning months later, the still has not done anything and I were told that the papers is with a law firm. Once again I was told that they will get it for me. a couple of months later, I return and this time I were told that my motor car has been written off due to an accident. WHAT THE HECK. my car is standing outside in the parking area. I requested the documentation again and were told it has been lost and duplicates will be send. It is now 3 months later and I have still not receive it. CAN SOMEONE PLEASE HELP!!!
