Refuse to help me to pay my glasses

Oneplan work with a card - you are suppose to call them and they transferre money on your onecard. Then you have to make the appointment and before you can attend the appointment, they withdrawn the money from your card. At the end, you pay from your pocket because you are tired of struggling and waisting telephone money, making calls. On the 27th March we let our eyes tested (me and my husband). We are on the elite plan and it stated clearly that when you are older than 46 (which both of us are), they pay the consultation fees plus R1000 per persons glasses. My glasses were more than a thousand rands and my husbands glasses a R1000. So we called on the 27th and they said that the optometrist should e-mailed them with the quotation and she did. Today, the 6 th of April when I returned there to fetch my glasses, nobody wanted to help me with transferring the money into the card to enable me to make a payment, stating that there's nobody who can authorise the transaction. Since the 27th till today, I think was enough time to complete such "difficult" task like mine?
