ITC Issue letters with no knowledge of account

ITC Business Administrators issued me with a letter of demand from the City of Cape Town. When I called them they had no clue as to what the issue was that City of Cape Town has with me, they could not even tell me the amount that they sent with the letter!!! I spoke with Rashida from ITC and gave her my Ref No ans asked her why does ITC put the following in their letter when they do not have any facts:
'we will recommend to our client to APPLY FOR JUDGEMENT AGAINST YOU'
It is quite obvious that ITC act as a strong arm company who can only issue letters on fancy letterheads and call themselves 'Business Administrators'
