Letter of Good Standing

In order to apply for tender business a letter of good standing is required from the Dept. of Labour (Compensation Fund). We have made applications by fax 04, 10, 16 & 22 Jan) as well as email to their query email address. Although on the 10th they confirmed by telecom that all was in order & that the letter would be issued we have not received any. The Durban branch advises that they are unable to assist & that ONLY Pretoria can issue these letters. When we have called we hold on for 20 minutes plus & despite hearing a recording that our call is important & that we should hold the call is cut & we have to start all over again. This has happened 3-4 times already. We cannot think of what else we can do to try get hold of the Compensation team at the Dept of Labour to issue our letter of good standing?! PLEASE HELP
