So a leaking toilet is no problem?

I have home owners insurance with Absa. On 10/3/2013 I submitted a claim for a cracked toilet with leaking pipe at the back leaking sewerage water onto my bathroom floor quite badly (Claim no 2350471). They sent out a plumber on 11/03 to "assess" the problem. I received a phone call on 12/03 to confirm that the problem has been resolved - I told them that the plumber only took photos and said he would submit his report but that absolutely no repairs have been done, to which they replied that they have not received anything yet but that I am welcome to call the plumber to follow up - Really, is that not your job? Since then I have received periodic sms's to say the claim is under review - whatever that means. It is now officially two weeks later, the toilet is still leaking, my bathroom floor is rotten and disgusting, my whole house reeks of sewerage but no joy from Absa. In my books a problem with a leaking toilet is a plumbing emergency, but apparently not according to my oh so supportive and efficient insurance brokers. So where to now?
