Inability to repair vehicle properly

My vehicle got damaged by another driver (insured by santam) in November 2012. Therefore my claim starts with Santam.

Instructed to obtain 2 quotes. Both panel beaters advise that my car's bumper need to be replaced. One quote is for R8, 800 the other R7, 200.

After 4 months, many phone calls, Santam finally offers a settlement for R5, 500. Closer inspection reveals that this is the cheaper quote minus the bumper. I query this and I am told that they and the panel beater "came to an agreement" that the bumper can be repaired. I phone the panel beater and ask why he changed his mind. He tells me that he did not change it the car does need a new bumper, but santam wouldn't accept it. (Strange seeing as they never even inspected my vehicle)

I ask my insurer (Outsurance) for an opinion. Within a week they view the damage and inform me that the bumper needs replacement. They offer to take the matter out of santam hands and my excess will be recovered from the responsible party.

Santam, don't even respond to my complaint I think we talked enough.
