Poor quality of Customer Service!!!

I went to Western Union at 3pm today as I wanted to send money to my sister oversears and there was only one Customer Agent available! Then after waiting 30mn in the queue, the agent told me since I'm a Foreigner I need a payslip, proof of address and the Foreign National declaration form signed from my bank. I already had my payslip, proof of address and I went to the bank get the other document. When I came back, I waited again another 30mn in the queue just to be told by "Shantelle" that she needs a bank statement as proof of address and that unfortunately without that she coudn't assist me! I was so off and frustrated as I told her that she never said to me that she also needed a bank statement because if that was the case I would have brought it with the other documents as I just came back from the bank and it was already close! I told her that I need to speak to her Manager as obviously she couldn't assist me and do her job properly! She said she's the Manager and that in other words there's nothing I can do to her!
