Top Up cover that is not Top Up

I got hijacked while I owed the bank. Budget insurance paid market value (less my excess of 20006). The rest of the shortfall was supposed to be paid by regent but they are refusing liability telling me its too much. What is he point of Shortfall Cover if it won't cover my shortfall. I'm frustrated and this stage I feel like starting a popular website like [URL Removed] would make me feel better especially given the number of complains against the company here... worst of all they won't sent me my policy schedule
