The want to blacklist me

Sometime in November I tried to apply for a loan online and so I fill in the application online and submitted but then I didn't get a loan all got my an sms saying that I should pay R399 into shoprite so I didn't because I was looking for loan and I haven't received but I'm being ask to pay what I'm I paying for?

I emailed them asking them what I'm I paying for but they never respond until a few days ago when they emailed me to say that they are going to blacklist me so I'm asking anyone who knows about the Consumer Act and the National Credit Act is this Legal can they do this.

If this is not legal I want this company Investigated
