ATM withdrawal transaction

I went to withdraw money from the ATM, and was not given the full amount. After making a case against them I was told sorry there is no fault on their side the transaction was successful on on their system. So they will not be held liable for the R700 that was not paid out by the ATM. I was told that there is nothing they can do for me and that i will not get my money back. If I did not receive the money who has it?
