R400 paid to you in cash

In October 2012 I responded to an ad on East Coast Radio regarding Outsurance's R400 cash paid to you if we cannot beat your insurance quote. I went through the process and found that their quote on just my cars was more than what I was currently paying for my cars and household. The consultant promised to get me the relevant link to arrange the refund. Nothing materialised and I contacted them via their website to have this done again. Still no link. They request my current insurance portfolio and banking details to be sent with this link but never sent it to me. After my forth attempt I was contacted by Yathin Maharaj in December 2012 who sent me the link and said he would forward it for review and I would have a payout soon. Nothing happened until January 2013 when I contacted them again. Yathin claimed to have not received my email despite me confirming that he did on the day I sent it. I then sent everything again and threatened to contact East Coast Radio's Wendy Knowler, the ASA and yourself (Hellopeter). In the course of one day I received four phone calls to confirm my details and was told that within four days I would be paid out. I am yet to be paid. Please help.
