Lack of Communication causes me money

I financed my car through Stannic is 2002. My last payment was in 2007 as per the standard 5 year finance plan. Due to personal circumstances I was unable to collect my car papers.
I contacted the Bank in December 2013 for the papers and was told that I cannot get the papers as I had an outstanding balance of R5800.
My question is its going on 7 years now and why was I not contacted to say that I have an outstanding balance. How was I to know this if there was no correspondence.
Shouldn't my car have been repossessed if I skipped payments.
Through negligence on your side you now expect me to pay R -5800 to get my papers.
Totally upset and not impressed with the service.
