Car papers from bank not received since February

I called the Stannic Legal Department in Kempton park in February to get my car's papers. I have talked to Liana & she said the papers where couriered - TC178288976ZA. Up to today 26 Aug 2013 I have not received any papers.
I have also talked to Thabang, but no help. When I call there he is either out the office or not there at all.
I then talked to Gareth but also no joy.
I need the papers as I want the car on my name. But the bank don't want to help me & only pull up their shoulders. They are very eager to take one's money but when they owe you something they won't help no matter what.

Hopefully this will help as the endless emails I have sent is still unanswered
