Penalised for someone else causing accident

My daughter's car, a Hyundai i20 was damaged in an accident in July 2013. The other person admitted 100% liability. I paid the Excess but once the claim was settled and Outsurance had recovered the money, they repaid the Excess to me.

I received notification in December of the annual increase in Premiums from end of February. Whereas the average increase is 7%, the premium on my daughter's car has gone up by 25%.

The family have three vehicles insured with Outsurance and I called them on Wed 22 Jan to query the increases. The person I dealt with on the phone (T.J. Viljoen) was very helpful and adjustments were made to the Premiums for my car and my wife's (both pensioners). He advised me that he would have to speak to someone higher up on the premium for my daughter's car and would call me back.

I did not receive a call back but an e-mail overnight with the revised policy details still including an increase of 25% for my daughter.

I do not think that it is fair for my daughter to be penalised by a 25% increase in Premium, for an accident that was 100% the other person's fault and they admitted it.
