Payment arrangement ridiculous

What is the use of setting up a payment arrangement if the arrangement is the amount that the collection agent wants not the amount you can actually afford - with threats coming along with it especially over the festive period - so much for the season of giving. Financial difficulty is what caused the account to fall in arrears - how is it expected to then pay three installments in one month to the collection agency?
