Misguided

I was retrenched in December last year, my provident fund was with liberty. I contacted Liberty to help me secure my funds and I was told to put it into a preserver. If I needed funds from this policy I could draw out my funds. I made a withdrawal as I was still unemployed, to me all was good. A month ago I am still with out work but I know I have my funds in liberty and I can use from here again. So I applied, my broker said I can surrender my policy, so I asked them to proceed with this action. Two days later I did a follow up and they said this cannot be done. Then they said I could apply for a special exemption on my policy. Alright let's apply for it through Sars. They came back to me and said they can't do it because they not registered to do it. What can I do to get this funds.
