Car repaired unsatisfactory

I collected my vehicle on Tuesday from the panelbeater and was not totally happy the repair work. There were 3 clearly visible what look like hail damage markings that were not fixed.

The Kevin Williams working at the panebeater said that they could not fix this as this did not appear on the assessment report that the assessor did and they have completed and sent through a Progress Report of Motor Vehicle indicating the additional work that needs to be approved and done. He told me that this was sent through last week already and they phoned many times even this morning with no success.

Can you please tell me what to do with this?
