Repudiating Claim based on Assessors OPINION

I have had nothing but brilliant service from Outsurance until now!!
During the major thunder storms in Gauteng recently, my vehicle was flooded and became un-drivable as a result. I registered the claim and the vehicle was towed to an assessment centre were the damages would be assessed and reported on.
I then waited 3 days for feedback indicating that the repair costs would be just over R400 that fell under the excess amount. I then asked for a full report on damage so that I can request the vehicle to be repaired. After quite the hassle, i determined that the vehicle would not be repaired as the damage was mechanical and not due to the flood. The assessors comments were as follows: THE ASSESSOR IS OF THE OPINION THAT THIS MIGHT HAVE BEEN A NORMAL WEAR AND TEAR ON THE ENGINE.
When I asked how they could repudiate my claim based on an OPINION they just said that they can't do anything about it.

I want to see a full report that indicates the facts, and not OPINIONS, and that the vehicle was inspected properly to determine whether the damage was due to "wear and tear' or the flood.
