Contract not being honoured

I have an insurance contract with Discovery Insure which provides for a courtesy car to be provided in case of an accident. After a bumper bashing my car was to have been repaired on Monday 18 November but when Avis made no effort to contact me to provide a rental I postponed the repairs to Mon 25 Nov. Charlene, the consultant, sent emails to Avis requesting them to address this matter but despite but this rental still has not been provided. I have attempted to contact Darrel, a manager, but was referred back to a supervisor by a rather indignant secretary because I had not followed the correct channels. I have tried to phone Avis myself since Wed last week but no joy. Waiting for 10-15 minutes for the call to be answered is beyond frustrating and then to have someone answer and hang up really is a joy to behold. While I accept the apologies from both Charlene and Simone - I have had to drop off my vehicle at 08:00 today and now I sit without a rental vehicle because Avis have not responded (14:40). Now I am stranded because I cannot use an apology as transport.
