RCS Threatning me with lawyers for not paying full

Hi
My husband lost his job and only starting new job in January. I told RCS I cannot pay the full amount due to this but will pay something everymonth until my husband starts his job in January 2014. Every second day they phone me and I have to tell them the same story every single time and they still charge me R19 everytime they phone me. Today I was phoned and threatened over the phone with lawyers and that I will have to pay there costs as well. Can they do this even if im atleast making an efford to pay something until my husband starts his new job?
They even bother me at work and im sick of saying the same thing over and over.
