Charged too much for Rear windscreen

My mother's car was broken into and they broke the rear windscreen to enter the car. She then contacted the insurance company about the events that happen. All necessary paper work that the insurance company needed was done. Then they came back with a quote that i do not understand the pricing that they asking for, one would be thinking that the car she is using is a top of the range BMW or much bigger car. The quote is for R 4114.25, excess is 1028.56. i asked around for quotes and I'm only getting a third of their price R 1 499 to 1899. i want to know why they charging her such high prices and since i have found a better quote with companies that works with insurance companies. How do they get their pricing? Now all they are doing is dropping the phone on me after i wait for the longest time. I think they wanted to take advantage of my mother and if this is true then i should take them to the ombudsman for unfair practice. I would like an explanation before i do anything because it seem no one can explain to me.
