Taking money when quote was not accepted

We applied online for a quote in October 2013, got called by a consultant, information was sent with a policy nr (cant remember it) but quote was never accepted as we agreed on another quote from another insurance company. Money was deducted from my husbands account without our approval or acceptance of the quote.

Highly disappointed.
